The Public Policy Institute of California (PPIC) has released a report looking for a new approach to managing the state’s rivers. The report recommends a “functional flows” approach which concentrates on the components of a river’s flow that sustain the biological, chemical, and physical processes fish need. A functional flows approach does not mandate the restoration of natural flows or the maintenance of historical ecosystem conditions.
