Increasing the Value of Water Efficiency with Stacked Incentive Programs


Water utilities are constantly looking for new ways to encourage their customers to use water more efficiently. Offering incentives, such as rebates or technical assistance for installing high-efficiency fixtures or appliances, has proven to be a successful strategy for engaging homeowners and businesses to reduce their water use. Stacked incentives are customer incentive programs that are co-funded by two or more separate entities to motivate voluntary action on public or private property. A recent report by the Pacific Institute explores the benefits of stacked incentives.

SDCWA WaterScape Rebate Program

The San Diego County Water Authority has partnered with the County of San Diego Watershed Protection Program and Environmental Incentives to provide residents and businesses in unincorporated San Diego County with new and enhanced rebates. The Waterscape Rebate Program focuses on the installation of landscaping and water-wise features, which help customers save water, save money, and beautify their home and garden. Rebates are available for residents, businesses and agricultural producers.

Austin Rain Catcher Pilot Program

The Rain Catcher Pilot Program (RCPP) is a comprehensive effort to integrate and leverage Austin’s existing Green Stormwater Infrastructure (GSI) programs and resources. RCPP incorporates existing Watershed Protection and Austin Water discounts, rebates, capital funding, and educational programs with the goal of increasing the prevalence of cisterns and rain gardens that achieve both stormwater management and water conservation objectives.
