The Groundwater Sustainability Plan Advisory Committee (GSPAC) will meet Thursday, December 10, 2020, at 1:30 pm. One can attend and participate in this meeting online. Information on how to join the meeting virtually can be found on the agenda.

This is the sixth meeting of the GSPAC. Key agenda items for the December 10th GSPAC meeting include:

  • Approval of November 12, 2020 Meeting Minutes,
  • Presentation and Discussion on the California Environmental Flows Framework,
  • Update on Revised Draft Section 4 (Basin Setting) of the Napa Valley Subbasin Groundwater Sustainability Plan (GSP) and Presentation on Historical and Current Groundwater Conditions, and
  • Update from Ad-Hoc Workgroup on the Assessment of Management Tools and Policy Options.

The Napa County Groundwater Sustainability Agency (NCGSA) appointed the GSPAC on June 9, 2020, to advise the NCGSA Board of Directors on the preparation of a Groundwater Sustainability Plan (GSP), with policies and recommendations to manage the groundwater within the Napa Valley Groundwater Subbasin to ensure its long-term protection and availability.  Working with staff, consultants, and a facilitator in a public forum, the GSPAC is tasked to submit a recommended GSP to the NCGSA Board of Directors for consideration no later than November 1, 2021. Visit this link for additional information on the GSA and Sustainable Groundwater Management.


The Napa County Board of Supervisors adopted Resolution 2019-152 on December 17, 2019, forming the Napa County Groundwater Sustainability Agency to undertake sustainable groundwater management of the Napa Valley Groundwater Subbasin. Under the authority of the Sustainable Groundwater Management Act of 2014, the Agency is to provide for the sustainable management of groundwater for the Napa Valley Subbasin by enhancing local management of groundwater resources through the development and implementation of a Groundwater Sustainability Plan.
